7/15/24 UPDATE: I found the cause of the reason the engine is running rough and check engine light. Essentially one of the vacuum air intake/smog hoses got disconnected, once this is fixed the car should run and pass smog without any issues although I won't guarantee it. I may actually do this myself later this week and if I do the price is definitely going up as in double since I will be getting it smogged and registered as well.
